Mullen Automotive has announced a strategic consolidation of its operations with Bollinger Motors, resulting in a unified company under the new name Bollinger Innovations. The company plans to update its NASDAQ ticker symbol before August 15, 2025. This move includes merging sales, marketing, and service functions, and relocating commercial vehicle operations to Oak Park, Michigan. Since January 2025, the consolidation has eliminated 155 positions and slashed operating expenses by over $35 million annually, with the goal of improving fiscal efficiency while maintaining a strong focus on Class 1, 3, and 4 electric commercial vehicles.

Executives emphasize that the consolidation will streamline operations and reduce redundancy across departments, allowing the company to stay competitive in a challenging EV market. Chief Revenue Officer Jim Connelly stated the brand is now “laser focused” on delivering EV products to market while remaining fiscally disciplined. Bollinger Innovations’ commercial EV lineup now includes the Mullen ONE (Class 1 cargo van), Mullen THREE (Class 3 chassis cab), and the Bollinger B4 (Class 4 electric truck). All vehicles meet rigorous U.S. safety and emissions standards, with the B4 offering standout capabilities including a 158-kWh battery, 185-mile range, and a 7,325-pound payload. With two U.S.-based manufacturing facilities and a national dealer network of over 50 locations, the rebranded company is positioning itself as a major player in the growing commercial EV market.

NYTVIP for Bollinger EVs

August presents a key opportunity for businesses considering commercial electric vehicles, as the New York Truck Voucher Incentive Program (NYTVIP) is set to receive fresh funding. The program offers substantial point-of-sale vouchers—ranging from $85,000 to $144,000—making EV adoption more financially viable for fleet operators. Combined with the federal 45W tax credit of up to $40,000 for Class 4 vehicles (expiring after September 30), these incentives could significantly reduce upfront costs for qualifying commercial EV purchases.

Bollinger Motors, which produces the all-electric Class 4 Bollinger B4 truck, is urging companies to act swiftly to benefit from these programs. Chief Revenue Officer Jim Connelly emphasized that the NYTVIP serves as a national model for promoting clean transportation and anticipates strong demand when funding reopens in August. He recommends that businesses finalize their purchase orders by July to secure a position early in the application queue before funds are depleted.


The Bollinger B4, a zero-emission commercial vehicle engineered with fleet input, exemplifies the types of trucks eligible for these incentives. It features a 158-kWh battery pack protected within a patented Quad Bend chassis, offering both safety and durability. The vehicle also boasts a tight turning radius and strong acceleration, making it suitable for dense urban environments. Bollinger Motors positions the B4 as a flexible and capable solution for companies transitioning to electric fleets.
