America’s Best Drivers in TX, Worst in Boston, DC, Baltimore, CA & More

Texas tops the safety charts, the Pacific Northwest makes big gains, and Boston returns as America’s riskiest driving city in Allstate’s 17th annual report.

According to the 2025 edition of Allstate America’s Best Drivers Report, Texas now leads the nation in safe driving, with four of its cities ranking in the top 20 safest, including Brownsville, which reclaims its position as the safest driving city in the United States.

In sharp contrast, Boston holds onto its long-standing title as the most collision-prone city, where drivers are nearly 3.5 times more likely to be involved in a crash compared to the national average.

The annual report, first launched in 2005, has grown into a trusted barometer of road safety across the country. This year’s findings offer a retrospective look at a decade of driving data, revealing dramatic shifts in regional trends and highlighting cities that have either made great strides—or alarming declines—in collision rates.

The timing is apt: as millions of Americans prepare for road trips and family vacations, the data underscores the urgent need for caution, attention, and courtesy behind the wheel. “No matter where you drive, the best way to protect yourself and others is simple: buckle up, stay focused and slow down,” said Sandee Lindorfer, vice president of auto claims at Allstate. “These are three of the most effective ways to prevent crashes, and they cost nothing but attention.”

The report identifies geographic patterns in driving safety, with East Coast cities continuing to struggle with high collision rates. Seven of the ten riskiest cities are in the Northeast, including Washington, D.C., Baltimore, and Philadelphia, along with Boston. But the West Coast presents its own hazards: Los Angeles, Oakland, and Glendale, California, round out the top ten most dangerous driving cities.

In contrast, the Lone Star State shines bright, not just with Brownsville in the top spot, but with Laredo, McAllen, and Corpus Christi also making the top 20. Overall, 21 Texas cities improved their rankings, including large metros like Houston, Austin, Dallas, and Fort Worth. Meanwhile, the Pacific Northwest stands out as a region on the rise, with Bellevue, Washington, leading the nation as the most improved city—climbing an astounding 133 spots since 2015. Anchorage and Portland also posted significant gains.

Yet not all trends are positive. In the Midwest, traditionally associated with cautious driving and “Midwest nice,” several cities have experienced sharp declines in safety. St. Louis tumbled 90 places to No. 175, while Des Moines dropped 89 spots to No. 108. Kansas City, Sioux Falls, Cleveland, Omaha, and Indianapolis also saw notable decreases in their rankings.

Even as the average U.S. city has seen a modest drop in collisions over the last decade, the gap between America’s safest and riskiest cities continues to grow. Some of the 50 most collision-prone cities have experienced increases of more than 25% in crash rates since 2015. This widening divide suggests that while some regions are making meaningful progress through infrastructure, policy, and public awareness, others may be falling behind in adapting to new traffic realities and increasing vehicle congestion.

Regardless of whether your city ranks among the safest or the most collision-prone in Allstate’s annual Best Drivers Report, there are simple yet impactful steps that drivers can take to safeguard themselves and their wallets.

One of the most effective measures remains the most obvious: drive within the speed limit and steer clear of risky behavior. It may sound rudimentary, but maintaining a clean driving record by avoiding tickets and accidents for an extended period often qualifies motorists for significant safe driving discounts. In an era where car insurance premiums are climbing nationwide, these modest rewards can add up.
